He graduated in História at the Pontifícia Universidade Católica do Rio de Janeiro (1982), hold master's degree in Sociology from Universidade de São Paulo (1991), and Ph.d. in Political Sciencefrom Stanford University (2000). He is currently an associate professor at Fundação Getúlio Vargas and coordinator of the FGV-CEPESP (Center for the Study of Poliitics and Economics of the Public Sector). He has experience in Comparative Politics, acting on the following subjects: democratic institutions and public spending, federalism and decentralization, political parties and electoral strategies..
