Born in Água da Paca, in Lupionópolis, PR, he holds a degree in Cartographic Engineering from the Universidade Estadual Paulista Júlio de Mesquita Filho (1982), a Master's degree in Geodetic Sciences from the Federal University of Paraná (1988) and a PhD in Survey Engineering and Spatial Geodesy - IESSG University Of Nottinhgam (1995). He worked as Associate Professor III at Universidade Estadual Paulista Júlio de Mesquita Filho until September 2013. He has experience in the field of Geosciences, with an emphasis on Geodesy, mainly with Celestial Geodesy, GNSS for Geodesy and Atmosphere Monitoring, Observation Adjustment and Control of Quality in Geodesy and Cartography. He is the author of the book Positioning by NAVSTAR-GPS, published in 2000. In the new 2008 edition the title has been updated to Positioning by GNSS. He is the leader of the GEGE research group (Spatial Geodesy Study Group). In 2009 he was identified by GPS World magazine as one of the "50 GNSS Leaders to Watch". In 2011, he was one of the three nominees to compete for the "PERSONALITY OF THE DECADE IN GEOTECHNOLOGY" award organized by Mundogeo Magazine, during the MUNDOGEO#CONNECT LATINAMERICA 2011. In 2012 he received the "PERSONALITY OF THE YEAR IN THE GEOTECHNOLOGY SECTOR" award and in 2013, "PERSONALITY OF THE YEAR / University", again organized by MundoGeo Magazine, during the events MUNDOGEO#CONNECT LATINAMERICA 2012 and 2013. Diploma from CREA-SP for the work developed in the area. Coordinated and coordinates several projects financed by the main funding agencies in Brazil, especially the INCT GNSS NavAer, in addition to participating in projects funded by the European community. He works as an Ah-hoc Consultant for FAPESP, CNPq, CAPES and several other funding agencies. In September 2013, he retired from the position of Associate Professor III and began his career as Researcher III at the Department of Cartography at FCT/UNESP. He is currently Researcher I at UNESP and 1-A at CNPq, He has published more than 150 scientific articles, books and book chapters (Source: Lattes Curriculum)
