Graduated in Chemical Engineering from the University of São Paulo (1985), Bachelor in Physics from the University of São Paulo (1986), Master in Space Sciences/Orbital Mechanics from the National Institute for Space Research (1989), Master's (1991) and doctorate (1993) in Aerospace Engineering at the University of Texas at Austin. Participated in the ?Summer Course? of the International Space University (ISU) in 1989, in Strasbourg, France. Member of the "International Academy of Astronautics (IAA)". Member of the Astrodynamics Committee of the "International Astronautical Federation (IAF)" for four terms of three years. Elected ?Associate Fellow? by the American Institute of Aeronautics and Astronautics (AIAA). He was Head of INPE's Space Mechanics and Control Division in 2009-2015, Pro-Rector (2014-2021) and General Coordinator of INPE's Graduate Program between 2007 and 2020. Member of the CNPq Advisory Committee on Mechanical, Naval and Oceanic Engineering and Aerospace Engineering between 2013 and 2015, having been Chairman of the Board between 2014 and 2015. He prepared reports for national and international funding agencies (Capes, CNPq, Fapesp, Swiss National Science Foundation, etc.) and for more than twenty national and international journals. It has 54 research grants, 23 grants in the country and 5 grants abroad concluded at Fapesp and more than 50 grants concluded at the national development agencies CNPq and Capes. He obtained the ?Quality Seal? as CNPq's INCT project coordinator in the 2014 call. Participated in technical visits to Mexican Research Institutions (led by CAPES in 2008, ISU at NASA/AMES in 2009, Moscow Space Research Institute (IKI) in 2010, Lulea Technical University in 2019). Participation in commissions and committees: i) Commission for the creation of the Engineering and Management of Space Systems option of the Engineering and Space Technologies Course at INPE, in 2007; ii) President of the Electoral Committee to choose the Engineering and Technology Coordinator of INPE in 2008; iii) Member of the INPE Program Committee in 2008; iv) Member of the INPE Publishing Committee in 2012; v) Substitute Member of the UNIESPAÇO Program Coordination Commission by INPE in 2012; vi) Member of the Electoral Committee to choose the Engineering and Technology Coordinator of INPE in 2013, vii) Member of the Internal Technological Scientific Advisory Board of INPE CACTI, since June 2018; viii) External member of the PIBIC Committee of the Space Activities Institute (IAE) 14 times since 2005; ix) Member of the Judging Committee for the CNPq call 25/2020: Masters and PhD scholarships. Participation as coordinator of the Engineering and Exact Sciences Area; x) Member of the RUDN University Engineering Science International Research Council, Russia; xi) Member of the International Symposium on Space Flight Dynamics (ISSFD). Has experience in Aerospace Engineering Space Trajectories, acting mainly on: astrodynamics, orbital maneuvers, space trajectories. Currently an ´ad-hoc´ consultant - fellow (pq1A) of the National Council for Scientific and Technological Development, Pro-Rector of the National Institute for Space Research, Substitute Chief of the INPE Graduate Division, Head of the Graduate Service , Vice President of INPE's Innovation Policy Management Group. Invited evaluator for the international academic rankings "Times Higher Education World University Rankings" and "QS World University Rankings" for the versions 2021 and 2022. Recognized by Elsevier and Stanford University as one of the most cited researchers in the area of Space Engineering (2% higher in the two classifications: with and without self-citations) in the entire career and in the years 2019 to 2021. 2020 (paper DOI: 10.17632/btchxktzyw.2), 2021 (paper DOI: 10.17632/btchxktzyw.3), 2022 (paper: DOI: 10.17632/btchxktzyw.5).
