Abstract

The aim of this research project is to analyze the evolution of spending by mode and the territorial distribution of investments in the road system, active mobility, and public transportation in the city of São Paulo, between 2012 and 2024. This will be done from three perspectives: (i) the allocation of resources according to different modes of transportation over different administrations, considering the sources of financing used and the composition of spending between investment and operating expenses; (ii) the relationship between electoral strategies and the spatial distribution of investments and votes (for executive and legislative branches), including the allocation of parliamentary amendments for government coalition councilors; (iii) the relationship between the territorial allocation of public spending by modes and the socioeconomic and urban profile of different regions of the city. The aim is to understand the mechanisms and links between electoral behavior and the reasons and motivations for different patterns of spending in the field of urban mobility. It is expected that the research results will bring new elements to understand the motivations behind the allocation of public resources and the financing of different modes.
