The symbolic agenda of Lula in 2003 and 2023: differences and similarities between the transitions of FHC and Bolsonaro to Lula

Abstract

This research seeks to map and analyze the rhetorical and symbolic priorities of the current President Lula, in his elections of 2003 and 2023, and compare them in light of their respective political, social and economic contexts. To this end, the following documents and pronouncements of both years are being codified through the methodology of the Brazilian Policy Agendas Project: i) Government Plan registered in the TSE; ii) Victory Speech; iii) Inaugural speech in the Palace of the Plateau; iv) Inaugural speech at the National Congress, and finally, the v) Messages to the National Congress. From these indicators, Lula's priorities are being quantitatively mapped, while a qualitative analysis of the context is made to understand the results obtained, changes in the prioritization of public policies by the current president. The objective of BEPE is to enable the analysis of encoded data, through tools and classes promoted by members of this research group at the Lisbon University Institute.
