Abstract

This research is part of an international project funded by FAPESP, named "Social mobilization as policymaking lever? A Trans-Atlantic Covid-19 dialogue on community action and decentralized governance" (SMAPL). The candidate is a member of the Brazillian team, and her adviser is the project's coordinator in Brazil. Drawing on the database of four research teams dedicated to studying the peripheral responses to the Covid-19 pandemic (Germany, Brazil, Canada, and Peru), the thesis proposes an original approach to peripheral responses to covid-19 from the perspective of philanthrocapitalism. Dominated by researchers from developed countries, the field of studies on philanthrocapitalism is one of the main themes of global health. In addition to addressing little-studied elements of peripheral responses to Covid-19, this research seeks to contribute in the philanthrocapitalism study theme. We aim doing that by exploring its variations in the Global South from the perspective of beneficiaries of international funding, especially in community responses to health emergencies. The response model to the covid-19 pandemic promoted by G10 Favelas was chosen as a historical and historical-comparative case study. As a result of exploratory research, the thesis raises the hypothesis that this model represents a new manifestation of philanthrocapitalism, as an evolution of the so-called "old philanthropy" in the region, which, unlike previous manifestations, appears horizontally, associating community leaders with the private sector through the ideals of social entrepreneurship. In the form of a collection of articles, the thesis will be based on data from the SMAPL project, complemented by a literature review, documentary research, and in specific media, in addition to conventional and participatory qualitative methods.
