Abstract

This Scientific Initiation (CI) proposal is linked to the project "Social mobilization as a policymaking lever? A transatlantic dialogue on community action and decentralized governance during COVID-19". Funded by FAPESP (Trans-Atlantic Platform - T-AP 2021, Process FAPESP 2021/07881-9), this international research investigates how community mobilizations leveraged policy-making processes during the covid-19 pandemic, both by demanding public policies and through the provision of urgent needs for housing, food, income and access to health services, as an alternative to government policy. The present CI project proposes the study of the response to the covid-19 pandemic in the Complexo de Paraisópolis, São Paulo, SP, which is one of the four cases studied in the international project. The proposal focuses specifically on the Paraisópolis Multi-Entities Forum, pointed out by the literature on Paraisópolis as a fundamental reference for the study of social activism in that territory, comprising more than 80 public and private entities operating in the area. IC will map the main actors, agendas, and response actions to covid-19 during the years 2020 and 2021 within the scope of Multientidades. Through documentary research, literature review, and as far as possible, through interviews and observation, this IC will critically analyze the role played by this mechanism during the pandemic, with its successes, limitations, and perspectives.
