Exploring new metrics and analysis techniques in ST&I policies and programs evaluations: the case of FAPESP PhD scholarships

Abstract

This project aims to employ new metrics and analysis techniques in the context of results and impacts evaluation of ST&I programs, more specifically in the evaluation of doctoral scholarships, with the purpose of contributing to an assessment that is, at the same time, more informed and up to date in the face of techno-scientific trends and the dynamics of contemporary knowledge production and dissemination. To this end, we propose an empirical approach, starting with an already concluded evaluation: "Evaluation of results and impacts of the FAPESP Scientific Initiation, Master's and Doctorate Scholarship Programs (2003-2017)". Our expectation is to enrich said evaluation by proposing different perspectives on already available doctoral scholarships data, in an attempt to test new hypotheses and research questions, thus producing new insights - both conceptual and methodological - and findings, allowing the advancement in knowledge production for the ST&I evaluation field in general.
