Abstract

This research project intends to analyze and evaluate a housing complex in Presidente Prudente/SP, carried out based on the National Housing of Social Interest Policy (2005) with the Minha Casa Minha Vida program (PMCMV). Studying urban production based on formal housing production related to public policies perspective means understanding the extent to which the State produces cities. Concepts such as habitability for housing units and urbanity for urban quality complement each other to give a dignified urban condition to the population that depends on this type of intervention, or rather, on the production of their housing. The agents that participate in this process shape the city. It is noticeable that in the current city-center-periphery production model, less affluent families have found less urbanized plots or even habitable residences that is comprised of urban infrastructure which have quality, and thus it makes those people to live increasingly distant in relation to the center. This should not happen, given that urban policy at the three levels (national, state and municipal) guarantee minimum instruments for targeting sustainable cities, in other words, that those cities may be compact, inhabited and provided with infrastructure for all people, thus reducing the "urban voids" and implying in improving the life quality, assuring what is constitutionally guaranteed, the right of the city. It is intended, from a case study, to verify the discourse between housing policies, housing programs and the urban design resulted from State intervention. João Domingos Netto housing complex was completed in 2015 and has 2.343 single-family housing units, with a peculiar location and production related to the city central area, as it is relatively isolated from the dynamics and urban services offered, being its cost to developers about R$ 154.905. 888, 00. And for the municipality, what is the cost of carrying out a housing action from the provision of services and urban infrastructure? What situation are the residents in? One of the objectives of this research is to understand the relation between urban space and housing units, especially the resulting urban space and in what conditions the right to the city, urbanity and life quality of these citizens are found. The investigation will take place based on cities production and housing in Brazilian historiography, mainly the post-closing period of the National Housing Bank (BNH), in 1986, with emphasis on the period which Ministry of Cities (2003- 2019) were active, concomitant with investigation using the public collections of Transparency Portal and urban planning of Presidente Prudente cartographies. It will allow to understand, in qualitative and quantitative ways, how the production of space has been taking place and the multiple juxtaposed interest. The implementation of the National Housing Policy in the city will make it possible to understanding the role of public and private agents in providing housing of social interest. In this way, it will also be possible to verify which city is being produced, since producing housing means producing cities. Thus, in a qualitative way, based on sample interviews and investigations on the resulting urban space, an attempt will be made to understand these issues, the urbanity, the quality of life, and, if possible, to define urban space quality parameters.
