Abstract

This doctorate project aims to analyze the performance, organization, and administration of the Permanent Municipal Guard and the Police Guards in São Paulo Province, throughout the 19th century. The Permanent Municipal Guard was created in 1831 by the Minister of Justice, Diogo Antonio de Feijó. Two years later, in 1833, the Imperial government authorized the municipality to organize the Police Guards. Both institutions were the first attempts by the Brazilian Empire to constitute state forces responsible only for policing the entire national territory. Therefore, the analysis of the functioning of the Permanent Municipal Guard and the Police Guards in their first decades will aloud us to understand the development of the police activity in Brazil and also how the public state dealt with the responsibility for maintaining the order and disputing the violence monopoly. With this, we will analyze the conflicts established in São Paulo due to the creation of these new policies and the disputes based on the delegation of these new powers granted by the central government. The periodicity extends from the establishment of the Additional Act in 1834, when the provinces were able to manage their policies, until the end of the Empire. (AU)
