Abstract

Agenda 21 is an urban and rural planning instrument product of the United Nations Conference on Environment and Development (UNCED, also known as Rio92) performed in 1992. Its basic elements are planning for sustainable development and citizen participation. Since popular participation when it comes to planning processes is essential to sustainable development, there is a need for methodologies that manage to correctly insert civil society and other social actors in Local Agenda 21 (LA21) development, avoiding disorder or negligence regarding those actors take place in its application, respecting their right to defend shared interests as well as their right to participate. Assuming the importance of such participatory methodologies, the present project intends on studying the variety of proposed models for referred methodologies through literature review and documental research, seeking for the applicable evaluations and comparisons. The research intends to generate a participatory methodologies database as a result, in away that it can serve for consulting purposes by many organizations.
