Abstract

Prenatal care programs are one of the most traditional and consolidated forms of Public Health action. The evaluations of prenatal programs have not obtained conclusive results of their impact on outcomes such as fetal, neonatal death, prevalence of low birth weight and prematurity, the effectiveness of the programs depends on many other factors, in addition to the definition of specific routines in its realization. Studies that analyze in greater detail and from the perspective of the health system the impact of prenatal care on fetal death are still rare among us. Objectives: To build a national and international frame of reference on prenatal and obstetric care public policies and fetal mortality and instruments for the development of proposals for categorizing the quality of care and impact on the conditions of pre-term birth and delivery of fetal deaths. Methods: Narrative and systematic literature review based on criteria and methods and search recommended by the literature. Interviews with a semi-structured script with state and local managers of women's health and hospital managers included in the sample of the study on fetal mortality in the city of São Paulo. (AU)
