Urban insertion: Minha Casa Minha Vida (My House My Life) program and its impacts in the social-spatial reconfiguration in Guarulhos-SP

Abstract

Inside the growing and expanding context in the city of São Paulo, Guarulhos began to present a large increase in its population number and spread of the territorial occupation, especially along the highways. Within the exponential growth of its population, the housing deficit became a problem yet unsolved in quantities and quality of its urban insertion. The Program Minha Casa Minha Vida ("My House My Life") represented important progress in housing politics, although it still has a lot of problems. The research seeks to analyze how the program was structured in the city of Guarulhos related to the insertion of the housing units in the urban mesh. In one of the phases of the research, a qualitative analysis will be made about the settlement "Água Chata", located in Guarulhos, as a case study to investigate how the local government dealt with it. To ground this analysis, different types of research will be used, like Exploratory, Bibliographic, Documental and Descriptive, each in its respective phase, to examine the overview of the housing politics in the city. Among the documents studied are the Estatuto da Cidade ("Cities Statute") (2001), Plano Director ("Master Plan") (2004) and the Plano Local de Habitação de Interesse Social ("Local Plan of Social Interest Housing") (2011). In the end, it is expected to reach the answers to the research questions and the predetermined objectives as a way to evaluate the role of the politics and the aspects of the settlement urban insertion in Guarulhos.
