In the late 1980s and early 1990s a series of economic policies were taken by Latin American countries to open their economy and in the hope to regain growth. However, this hope was dashed with the disappointing results of these countries in the 1990s. Contrary to what many authors argue, the increasing international insertion did not make these countries achieve satisfactory growth, on the contrary, they grew less than under the import substitution industrialization. The present work attempts to explain this result from a dynamic Heckscher-Ohlin model. (AU)
