Dispute for the city: participative processes in the creation of the Syndicated Urban Operations in Florianópolis/SC

Abstract

Brazil has a history of structuraly unequal urban formation, but which goes through processes that instrumentalizes its population, parting from the approval of the City Code, inserting new forms of dispute for their interests in the decisory processes about the cities' destiny. These instruments, however, find their limitations. One which had gained notability in the last years, is the Syndicated Urban Operation. The patrimonialystic association between the Brazilian State to the new forms of administration and entrepeneurisation of the territory, however, stimulates the reproduction and aggravation of the sociospatial urban exclusion, inclusively appropriating the control over the elaboration and execution of the SUOs and mining its participative processes, unbalancing, with this, the interest disputes occurring in their decisory processes. This exertion plans on bringing light to these dynemics in the SUOs, analyzing the existence and the development of their official room of debate and decision. In order to achieve that, the multiple case study methodology will be the one utilized, relying on the decisory instances about the SUOs in Florianópolis/SC, recently approved in their new Directive Plan of Urbanism. The research's discussion gravitates around the importance of the popular participation as a form of contribution to the Brazilian urban formation, and Florianópolis as a supplier of an assemblage of recent cases for analysis and comparison with other Brazilian experiences of these dynamics.
