Abstract

Aiming to prevent global average temperatures from exceeding 2°C above pre-industrial levels, nations have committed to reducing their Greenhouse Gas (GHG) emissions by ratifying the Paris Agreement, as a result of the 21st Conference of the Parties (COP21) of the United Nations Framework Convention on Climate Change (UNFCCC). The Paris Agreement allows for regional leadership in line with national goals. In the State of São Paulo, emissions from the industrial sector are significant, accounting for 15% of the total in 2005, a figure that rises to 32% when energy consumption emissions are added to process-based emissions. This research project aims to propose low carbon scenarios for the steel and cement sectors, which corresponded to 53% of the industrial sector emissions in São Paulo in 2005. The scenarios will be based on the year 2014 and will be projected until 2050 through a macroeconomic model integrated to the Project 2014/50279-4: "Brazilian inventory of greenhouse gases and scenarios for the reduction of emissions related to natural gas" of the Research Center for Gas Innovation (RCGI). The analysis will be conducted with the Long-range Energy Alternative Planning System (LEAP), a simulation model for energy scenarios, which will yield the energy balance (energy supply and demand), GHG emissions and costs associated with low carbon technologies. The inputs and outputs of the LEAP will be connected to other models within the RCGI group, and the results will support decision makers in formulating GHG mitigation policies for the industrial sector.
