Abstract

This research proposal starts from the understanding that popular participation is an achievement of our legislation, but it has not yet become a reality in fact in the production of Brazilian cities. The merely institutional disputes have shown their limits, and social movements have sought alternatives in the construction of a bottom-up urbanism: rural and urban occupations have shown themselves to be a practical example of this, where through their own organization the population charges their rights and conquers their space. The production process of the cities has not been democratized, since the population in general does not have the necessary tools to be subject in this process. From this perspective, this research project aims to understand how direct participation and the struggle for rights and housing can contribute to a socio-spatial transformation and what role technicians and social movements can play in building a more just and participatory society, related to the nexus between popular participation, urban occupations and the right to the city in the production of urban space. For this the multi-case study methodology will be used. The case studies will be based on the process of struggle for land and rights in Florianópolis - SC promoted by the social movements of resistance and its consequences in the production of space, based on the period from 2001 to 2017. This research is concerned with discussing the possibilities of the contribution of social movements to the construction of urban space and the possibilities of expanding a qualitative participation within Brazilian cities in the contemporary world, understanding the period from 2001 to 2017 as important for the city of Florianópolis, since 2001 is the year in which approves city statute and 2017 the year in which the new participative master plan of Florianópolis is approved.
