Management of municipal solid waste (MSW) and institutional innovation processes present major challenges for local governments. In this way, this project has as general objective to develop a method to evaluate the levels of institutional innovation in waste management. This will be achieved by analyzing and understanding how and why innovations in waste management (not) happen and how these innovations are linked and affect the other aspects (economic, environmental and social) that integrate the concepts of integrated management. This work will be developed by a general survey followed by five case studies in Brazilian cities with different characteristics, which will allow the research to test the method developed to identify different levels of innovation within different realities. Based on the diagnoses using the developed methodology, the work will identify and analyze the main drivers, barriers and possible pathways and establish a relationship between levels of institutional innovation and other aspects of integrated waste management, such as greenhouse gas emissions, costs of environmental externalities of climate change, operational and investment costs, and social participation processes. Thus, the theoretical contribution of the study will be the development of a method of analyzing the levels of institutional innovation, which also allows to evaluate how these innovations impact and relate to the other dimensions of integrated MSW management. The project will also propose guidelines and actions that can be adopted to potentiate the effectiveness of institutional innovation measures in local public policies.
