Abstract

The present project proposal will be developed having as reference the long-term research "Urban Policy and Public Interest" under responsibility of the supervisor, and the recent participation in the Thematic Project entitled "Public accountability to residents in contractual urban redevelopments - PARCOUR" (Process FAPESP No. 2015/50131-0). It will also be articulated to the "Orientation Group" in conjunction with other Masters, Doctorate and Scientific Initiation students of the guiding teacher. This Scientific Initiation research will focus the Consorted Urban Operation Água Espraiada (OUCAE), one of the case studies of the PARCOUR Project, which studied legal and operational aspects, and accountability conditions of urban intervention programs developed under contractual forms, from case studies in the Netherlands, the United Kingdom and Brazil. The present project intends to study the coverage and image of the OUCAE in the print media, based on the assumption of fundamental role of the press so much in inform the society, as somehow express it, contributing to the plural public debate on public planning policies urban. It will proceed to collect, read and systematize of publications of the Folha de S.Paulo and O Estado de S. Paulo newspapers between 2001 and 2017, and the preparation of tables that evidence and make possible the analysis on the public visibility of OUCAE, using guiding concepts of Bardin's Content Analysis (AC). It can, therefore, provide empirical elements for a better understanding about media coverage and the construction of a public imaginary about the studied operation. The data collected will be starting point for the study of inductive potential of the press in the construction of public opinion and the speech which supports this type of urban planning strategy.
