Contemporary cities continuously goes through transformation processes in its territory, based mainly on economic aspects resulting from a neoliberal approach, which promotes changes to the urban space according to market requirements and private interests. The State plays an important role in regulating these processes and should act to guarantee public interests. However, in the face of the growing trend of privatization and commodification of urban space, which is a new commodity, a different position is observed. The urban policies of free public spaces are inserted in this context as a framework of proposals adopted by the public power in the service of these diverse interests, reflecting a specific way of thinking and acting of a government and a society. The parklets - free spaces created in a parking space, as an extension of the sidewalk - have considerably expanded their presence in the territory of São Paulo. Since 2014, they have become a public policy of free spaces in the city of São Paulo, but, contradictorily, its legal structure, in most concrete examples, gives the private initiative the freedom to choose the places of implantation, so that can question its effectiveness for the supply of a deficiency in the availability of free spaces of conviviality and sociability in the municipality. Thus, the present study aims to characterize the particularities of this public policy proposed by the Municipal Government of São Paulo - in the public and private partnership examples -, verifying if there is an adequacy between the discourse and the empirical reality when it is implemented and what kind of socio-spatial practices they raise.
