The territorial effects resulting from social interest housing

Abstract

The housing deficit stands out among one of the social problems to be solved in Brazil. However, the Brazilian government has spent the last few years without directing a massive investment in housing, sanitation and transportation, which in turn has created serious problems in Brazilian cities. In 2009, with a global economic crisis worsening, federal government adopts a strategy for the resumption of growth: the investment in public policies in the housing area with the social initiative called "Minha Casa, Minha Vida" Program (PMCMV). From the urban point of view, the measures taken do not equate social and spatial segregation. What is seen in practice is the production of habitation in mass, in remote areas, consequently cheaper, to the detriment of social rights. This study intends to evaluate the parameters for the selection to a place of implantation for two housing complexes in the city of São José do Rio Preto (SP). In this case, the objective is to evaluate to the point of the urban instruments, formulated in the Statute of the Cities (Estatuto das Cidades), as well as the directives of the Master Plan and the Municipal Plan of HIS, contribute to a decision made in the choice of lands. At the same time, it is also intended to evaluate a space-based relationship between the enterprises and their immediate surroundings, as well as access possibilities to public facilities and urban infrastructure. Consequently, the methodological procedure of Documentary Research and Descriptive Research by endorsement, complemented by the qualitative evaluation of the conditions of insertion of the housing complexes in the urban environment, infrastructure, sanitation, urban space and services.
