Abstract

This study proposes to evaluate the effectiveness of social welfare a perspective of totality, contextualizing it in the crisis situation of the capitalist system and the supremacy of the financial market. In this way, it will be necessary to understand the function of the public fund in contemporary capitalism as a funder of social policies, but recognizing that it constitutes a space of dispute in the contradictory relation between capital and labor. Therefore, in addition to the theoretical research of a bibliographic character, documentary pieces corresponding to the year 2003 to the year 2017 related to the federal public budget for social welfare and other public policies, in order to establish counterpoints, as well as documents that portray the amount of resources that have been diverted from social security financing for other purposes.
