Is it possible to understand the right to the city from the right to housing?

Abstract

The purpose of this scientific initiation proposal is to investigate the relationship between the right to housing and the right to the city. The general objective of the proposal is to prove or reject the hypothesis of the existence of the right to the city. It is expected results to consider that it is possible to understand their existence from the concept of the right to adequate housing or decent housing, since this right to adequate housing, if extended to all citizens, is only effected by means of urban planning. The construction of adequate housing is required to provide access to goods of common use (streets and squares), and goods for special use to promote social rights (schools, health centers, supply centers, etc.). The construction of housing of social interest, carried out to reduce the housing deficit, must take into account its integration into urban spaces, or such housing will be, although an indispensable ceiling for its residents, a place of separation / marginalization. This theoretical study, to be carried out by the hypothetical-deductive method and through a bibliographical review, has the hypothesis to confirm if the right to the city depends on urban planning, especially the one related to public policies of decent housing. The objective is to promote the interpretation of urban legislation and housing policies based on their organic integration into the fabric of the city, to be understood as a public space that is inclusive and not as a structure capable of causing or maintaining social exclusion.
