Abstract

Recognizing global warming and climate change as a concrete and evident reality, governments in several countries are committed to reducing their greenhouse gas (GHG) emissions for the foreseeable future. This commitment is currently being consolidated with the ratification of the Paris Agreement, a universal agreement to combat climate change, as a result of the Conference of the Parties (COP 21) in 2015. The achievement of the intended nationally determined contributions (INDC) enabled by the accord will be possible through studies that support decision-making for climate policies. These studies have carried out projections from several scenarios, with reference to the current GHG emissions situation. Among these studies, there are those that infer the evolution of emissions with the introduction of low carbon technologies or measures, each of which generates a wedge that grouped together form a stabilization triangle capable of keeping emissions at levels consistent with the scenario limiting the heating to 2°C. This project aims to produce a low carbon, wedge-based scenario for the energy sector of the State of São Paulo by the year 2050. The scope of the project is supported by the fact that energy is a carbon intensive sector, generally contributing to more than 75% of total emissions in developed countries, and the fact that São Paulo has industrial and economic characteristics that compare it to the level of developed countries, justify a specific study to determine the potential for GHG reduction by the state.
