Urban planning and development in the inner of São Paulo State: the case of Ribeirão Preto Master Plan process (2000-2017)

Abstract

The project aims to conduct a study about the Master Plan of Ribeirão Preto, approved in 1995 (LC 501/1995), revised in 2003 (LC 1573) and at an upgrade process since 2013 complying with the requirements of the Statute of the City (Federal Law No. 10,257 / 2001), which regulates articles 182 and 183 of the 1988 Federal Law. The process of financialisation of the world economy, hegemonic since 1990, guided the liberalization of the economy, imposed the reduction of the state and increased international competitiveness, resulting in a broad process of productive restructuring. Particularly, it promoted the internationalization of Brazilian agribusiness, strongly impacting the localities, integrated hierarchically by the demands of the productive chains of commodities: Public power and private initiative do not measure efforts to leverage the locational advantages of their cities and attract new businesses, investing in urban infrastructure and / or articulating productive arrangements, promoting urban entrepreneurship. Concomitantly, the Statute of the City extended the prerogatives of municipalities, but subordinated urban dynamics to the social function of property and to urban inclusion. The research will be done through the official documentation of the PDRP Process and the Municipal Council of Urbanism - COMUR (complementary laws, minutes, deliberations, etc.) available on the website of the City Hall in addiction to press notes and interviews. The objective is to elucidate the following questions: how did the most blatant developments of urban entrepreneurs affect the zoning plan of the territory and the demarcation of the Special Zones of Social Interest (ZEIS) defined in the PDRP? How tensions held between urban dynamics axes of PDRP appear in the process of reviewing and updating the PD, still open? This proposal is included in the advisor research project, funded by CNPq (Process 444106 / 2015-4). (AU)
