Strategies to integrated climate change with spatial planning: perspectives for local and regional scale

Abstract

The land use and water resources have distinct management. The current urban issues regarding water resources show the gap between these two planning sectors. The land use planning has different tools to guide the spatial development, such as River Basin Management Plan on the regional scale and Local Development Plan on the municipal scale, both of which overlap in area and issues of management. At the present moment, the Water Security Plan of Caraguatatuba, city at the Northern Coast of São Paulo State, is under development as one more tool with the potential to impact the land use. However, in Brazil, these tools do not incorporate the climate change, which could decrease their efficiency on the future. Therefore, it is necessary to identify strategies to integrate climate change with spatial planning. This research project aims at analyzing reference documents and international practice on the subject. A definition of scope will be investigated, as well as the steps and procedures for elaboration, share of responsibility and implementation actions to identify guidelines for the Brazilian context.
