Abstract

The following research is part of the FAPESP project "Between self-regulation and formal government: the challenges of self-build housing and facilities" and will be one of the case studies to integrate the comparative analysis between São Paulo's and the Netherlands' realities. The relations between the cities' space production dynamics and their unsatisfactory results in the field of Social Habitation motivate the study of alternative forms that this production can assume, that is, of self-management and of self-construction by 'mutirão'. By combating the hierarchical control of knowledge and the workers' alienation, which contribute for the exploratory framework of the construction industry as well as for the segregated physical conformation of the cities, the self-managed 'mutirão' seeks, through less oppressive forms of organization, a wider appropriation of the urban space. The chosen case study for this investigation is an enterprise with financing of the Program Minha Casa Minha Vida - Entidades (PMCMV-E), which was born by pressure of social movements, making it possible for the Organizer Entities to chose self-management. Due to the uncertain permanence of this mode of the program, which presents many advantages in relation to the 'traditional' way of constructing social habitations in Brazil (including the quality of the final product, the income bracket which benefit from it and the political potential of these forms of organization), it is possible to see the importance of contribuing to the study of the habitation programs which allow self-management, specially the PMCMV-Entities.
