Right to architecture: inventory of the production of social interest housing with the presence of technical advisement

Abstract

The housing production for the low-income population, or social interest housing, in Brazil, shows low architectural, urbanistic and constructional qualities. Even when promoted by the State, through public policies, incorporating the participation of architects and engineers on projects and construction sites, we rarely scape this evidence. This confirmation is also proved when analyzing the results of the most recent federal housing program, launched in 2009, Minha Casa Minha Vida.Against this quality crisis, housing production experiences with the participation of technical advisors - which took place across a variety of Brazilian cities from the end of the 1980's onwards - are part of an architectonic and urbanistic set highlighted by its quality. Adequacy to the site topography, urbanistic insertion, environmental impact minimization, the concern towards collective spaces, climatic performance and construction durability are some of the criteria which allow distinguishing the resulting products from these experiences.Although recognized by the specialized bibliography, as will be discussed further on, this production occupies a neglected position in the Brazilian architecture reality and it's also unknown even among some professionals in the field. This project proposes the creation of an inventory which will hold social housing projects produced by the technical advisors with the participation of residents, between the years of 1989 and 2014, in the state of São Paulo. Based on bibliographical researches, archives and interviews with technical advisors, the proposition is to gather an inventory aiming at the preservation and propagation of the memory of such production - an alternative to the standard model, predominantly adopted by the housing policies in Brazil.
