A tax collection model for the services of regular collection and final disposal of solid waste based on waste generation volume: proposal for the municipality of Rio Claro-SP

Abstract

According to Diagnosis of Municipal Solid Waste Management 2014 (SNIS, 2014), the expenses related to waste management correspond to approximately 5% of the municipal expenses, and less than 1% of the cities manage to gather enough money to deal with the expenses of public cleaning services. Studies demonstrate that municipalities that establish a specific waste collection and final disposal charges have a better solid waste management than the ones that do not have a specific charge for it. Therefore, the purpose of this research is to set up a tax collection model to bear the cost of regular collection and final disposal of solid waste at Rio Claro - SP city. The development of this research will be ruled by the cost identification of regular collection and final disposal costs of this municipality. The proposed tax collection model will be based on the waste volume generated per household. To measure the amount of waste generated per household, it will be developed a standardized bags/containers or stamps that will be purchased by the householders to pack the solid waste. This proposal predicts a compensation for those who deliver the recyclable material to volunteer delivery points. The results of this research will make possible a model that allows a financial balance of regular collection and final disposal expenses, as defined by Article 19 of National Policy for solid waste, with the possibility of applying this methodology in other municipalities.
