Abstract

Historically, the formal housing market in Brazil has tended to exclude the low income population and even middle-class groups. The federal housing program My House, My Life intended to change this dynamic in order to include the low-income population in the formal housing Market, in a subsidy program for production and for housing consumption. One of the most frequent critics on the program model is regarding the location of the housing developments, frequently within the limits of the cities. With the objective of providing well located housing for the low income population in São Paulo, the state of Sao Paulo launches a public-private partnership program, which includes modeling the structure of the program and construction of 10,000 units in the center of the city. The objective of this research is to discuss the usage of the legal contractual instrument of public-private partnership, regulated by Federal Law No. 11.079 of 2004, in the construction of social housing in São Paulo city. Specifically, the aim of this research is to understand how the studies were conducted by independent consultants and potential bidders that resulted in the announcement of the Government of São Paulo State on 16 April 2012. The research methodology is divided into three steps: The first consists of a literature review on housing issues and partnerships between public and private entities. Subsequently, interviews will be conducted with representatives of each of the institutions involved in the preparation of project. Finally, the third step is to do a synthesis of the colected data and preparation of the thesis. (AU)
