Between documents and hegemonic discourses: human trafficking onwards government practices

Abstract

This project of scientific initiation has as purpose analyze the hegemonic discourses that surround the human trafficking issue while transnational crime. To accomplish this purpose, a bibliographic review will be done in order to understand how these discourses have been established, especially from 2000 on, moment in which the anti-trafficking agenda is established. Concurrently, an analysis of institutional documents from two public security programs of the Federal Government will be made: the ENAFRON, that aim to intensively control Brazilian borders in order to fight against transboundary crimes, such as human trafficking, and the ICPMD that focus on migratory movements and assistance to people affected by the traffic. Therefore, this research aims to comprehend how institutional actions operate towards migratory movements according to the transnational sex market in order to analyze how they are interpreted and mobilized, both in the legal as in the police field, categories concerning the current discussion about human trafficking, such as sexual exploitation, vulnerability abuse, prostitution, slavery and victim.
