It highlights the school and public libraries as important institutions in society and able to act together, unpretentiously transformation in cultural, educational, social, political and human spheres. In this context, it discusses the benefits that are generated to the school community when the goals of the school library, according to the Guidelines IFLA / UNESCO for school library, are aligned to the functions and objectives of the Public Library. It proposes an opinion diagnosis of school libraries in the municipal Ribeirao Preto teaching - SP by applying parameters that reveal each of these units in your current full state - mission and policies, resources, personnel, programs and activities and library promotion and learning. Apply the same parameters to public libraries in an attempt to also reveal the full condition of these units in the same municipality. Results in the creation proposition of a public policy that guarantees the existence and maintenance of a network of cooperation and sharing of resources occurring in the core of both librarians types represented here - school libraries and public libraries - while maintaining a constant focus on the ultimate purpose that it develops around the formation of new readers from joint activities to be agreed that emphasize reading, appropriation and use of information.
