Abstract

This proposal, entitled "housing policy, planning and production of the rural habitat: a study in different contexts of agrarian reform," is part of the debate on the design and production processes of habitat and housing in rural areas. The stage will be held from February to July 2017 by the School of Agriculture, Food and Rural Development (AFRD), under the supervision of Dr. Menelaos Gkartzios, who is also a researcher of the Centre for Rural Economy (linked to the institution) and which belongs to the Newcastle University (Newcastle upon Tyne, UK). The main objective is to enhance and deepen the strategies adopted for the analysis of some analytical categories from my doctoral research, especially those related to policies and program planning, design and housing production in rural areas inserted in the context of agrarian reform. Aiming to exchange analysis on this subject, is intended to verify and understand, qualitatively, the structures that have guided the policies and programs of territorial-spatial planning and production of social housing in rural areas of Britain, emphasizing both relations between the different agents (organizers, financiers, managers and beneficiaries), as its main social, economic, cultural and territorial effects. The development of this proposal will draw on three key dynamics: a) bibliographic and documentary research; b) organization and analysis of data collected from primary and secondary sources; c) qualitative field research. The first dynamic, referring to the bibliographical and documentary research, involve reading and analyzing books, papers, technical and institutional documents, and also reports and diagnoses related to policy and rural housing programs in Britain. Will also be consulted documents related to land reform policy and laws on territorial and spatial planning (that may include different scales, which the definition of will depend on the established approach to the stage supervisor) .With the second dynamic, we intend to organize the data collected from some categories of analysis, so that these categories can contribute to the improvement and deepening of the analysis categories adopted in my PhD research. Finally, the third approach relates to the empirical dimension. Therefore, try to include field work in some locations (cities, regions, villages) where families have been assisted by rural housing programs or, where housing developments are underway. In general, the qualitative field research involves a set of procedures that emphasizes three areas associated research: a) visits to allow the direct and reflective observation of daily and routine activities related to the mentioned categories of analysis; b) conducting interviews accompanied records in field notebooks and photographic; and c) collecting and organizing documents of interest. Although the vast majority of analyzes of housing policies is concentrated in urban areas of cities, this study plan is configured while a further development opportunity of the debate on the issue of habitat and housing in rural areas of Brazil. In this sense, it is expected that this internship contribute to a deepening of these analyzes provided for my research and the dissemination of its results in journals of international circulation. It is also hoped that this opportunity to encourage the promotion of institutional partnerships between the IAU / USP and AFRD and between the coordinators of the Habis Group - one of the pioneering groups in Brazil to research this topic - and Dr. Menelaos Gkartzios.
