Abstract

This research has as its intention to study, problematize and reflect about the Brazilian health policy, through the analysis of their federal public budget between the years 2006 to 2014, in order to check whether the principle of universality, which governs this policy constitutionally, comes now fueling, in fact, this social policy. For both, the method that will sustain this research is the historic dialectic materialism, since it seeks to capture the contradictions inherent in this social right and its financing, from a historical perspective and totality. To achieve this purpose will utilize the documentary research and bibliographic, by means of which we wish to obtain the theoretical references and documentary data, to complete this study.
