Currently in Brazil, it is possible to identify initiatives that are supported by large public investments, administered primarily by programs such as: Plano de Aceleração do Crescimento (Acceleration Growth Program - PAC) and Programa Minha Casa Minha Vida (My Home, My Life Program - PMCMV). These programs are responsible for managing great investments in the construction area which enable major changes in urban space. One of their priorities is to stimulate housing construction in order to reduce the housing deficit in the country. However, it is noticeable that the quality of the projects and their connection with the city are left aside, a fact that aggravates social and territorial problems and raises concerns from an academic point of view. Therefore, it is urgent the search for alternatives to the lack of architectural and urban quality in new housing developments, through methods of analysis and evaluation that can provide assistance to the design process and improvement to the quality of its urban spaces. In this context, the research aims to understand the historical evolution of critical evaluation process of social housing projects (Social Housing), mainly from the 1960s, when the alternatives to the Modern Movement diffuse throughout the world. The hypothesis raised by this research is that, currently, the existing tools for assessing social housing projects in Brazil are insufficient for application on the scale required by large national programs, such as PMCMV. Thus, this research is justified by the pressing need, in the national scenario, of new formulations on the relationship between architecture and city, essential to the advancement in the housing field as well as in the quality of our cities.
