Abstract We assume that subjectivities have an important role in decision making processes, as well as it organizes the mental maps of the public actors involved in these processes, including aspects on public accountability concerning to the delivery of public policies. Thus, the problem proposed to be investigated is placed as a paradox for democratic performance: in representative democracies, elected politicians and members of the executive branch are accounted for the formulation and implementation of public policies and their outcomes. But the management of various policies, including cultural policies, has been delegated to new institutional arrangements of governance, involving hybrid structures between state and civil society, establishing opaque accountability relationships between these actors. This scenario can lead to question the role of traditional institutions of representative democracy; consequently to a requalification of important ideational aspects of the actors on democratic institutions, especially on policy management. The internship proposes: i) training in Q-methodology, which are being developed and tested in comparative politics to map the subjectivity of the actors and their relationships with public governance; ii) preliminary research to compare perceptions of decisionmakers on cultural policy in Brazil and England. | |
