Programa Minha Casa Minha Vida: the rise of credit to everyday urban life debt

Abstract

The purpose of this study is to identify and analyze, from the "Programa Minha Casa Minha Vida" (PMCMV) in the metropolis of São Paulo, more specifically from the set of buildings "Alameda Aricanduva Sancarlo" and "Spazio SanJonas", both from MRV developer, of the neighborhood "Cidade Líder", East Zone of São Paulo, the specific rhythms of the everyday urban life arising from the contradictory situation that confronts the individuals between the acquisition of its "home ownership" and the rithymic subordination to the payment of their own debts and their charges. We also want to show how the naturalization of debt arises from the necessary expansion of credit. To do this we take as our object the "Programa Minha Casa Minha Vida" ("My house, My Life"), the most relevant federal housing policy in Brazil since 2009. The long-term debt of the Program is associated with a specific time of the production of space and capital that would suggest a new organization of labor exploitation in time and space, administered critically by the worker/resident himself unemployed or at the inconstant state of the informality of the various services. This is necessary to understand the structural relationships between the production of Brazilian space and the critical reproduction of capital. It also allows us to comprehend the creation of a state of emergency (given from the urgency of the crisis of the Brazilian real estate since the IPOs of developers in the stock market between the years 2006 and 2007, the global crisis of 2008 and the housing crisis in the country) necessary for the implementation of this housing policy.
