Abstract

The term development has gained importance in recent times, often used with expressions like sustainable company, local and socioeconomic. In Brazil, there has been growing focus on development from an endogenous perspective on the economic factor shall be considered in partnership with other dimensions of development. In this context, the State has taking the perspective of endogenous development, acts as a regulatory subsystem, bringing public policies near the population. Thus, the evaluation of public management is important for enabling improvements in the efficiency of public spending and quality management, as well as promoting social control and effectiveness of the State to allow the dissemination of the results of government actions. In this context, this paper has the main objective to propose a model to measure the efficiency of public administration in promoting local development of sucroenergy producing regions. This angle is justified since the sectoral concentration of sugarcane production has a strong impact on local development of producing municipalities. Even in a region with high income, the recent crisis in the sector increases the need for efficient performance of local public management for maintenance of the sector and, consequently, the development of these cities. For this exploratory-descriptive research with quantitative trait will be held. As a method, will be used Data Envelopment Analysis (DEA) models with CCR and BCC output oriented. Decision Making Units (DMUs) will be segregated based on the production of sugarcane and the presence of plants, other than income profile as National Policy for Regional Development. For models, its plans to use three financial inputs and nine outputs relating to social, economic and political-institutional dimensions. To perform the analysis will be use the software R. It is expected to achieve as a result of the construction of a model for verification of efficiency of public management among groups of DMUs defined, identify possible benchmarks for further qualitative studies and contribute to the study of public efficiency will be used municipal.
