Comparative study of social housing programs in the cities of France/Brazil and Praia/Cape Verde: convergences and discrepancies

Abstract

One of many discussions in terms of the role of the state as formulator of public policy revolves around the perspective of urban development and its relationship with the social interest housing planning. The objective is to analyze comparatively existing housing programs in the city of Franca/SP/Brazil and Praia/Santiago/Cape Verde, focusing on the similarities and discrepancies. The Brazilian housing plan My House My Life has become an international example while the Cape Verdean House For All program was formulated from technical guidance arising from international cooperation with Brazil. Proposes an evaluation of performance outcomes, impacts and effects from a comparative methodology that analyzes the amount of units produced, number of families served, location and distance from the main city center and the areas of employment, public facilities and infrastructure provided, tracks met income, required monthly payments, costs of construction, construction time and counterparts. With theoretical reflections on the field of urban planning, land use planning and social housing, using documentary research and approaches of actors directly or indirectly involved (governments, companies, users, etc.) in order to reflect on the current deficiencies in the sector in terms of quality and reach of social services and their indicators.
