Meta-evaluation as a tool for the improvement of public health policies evaluation

Abstract

This project aims to achieve a critical and reflective analysis of a process of program evaluation in the Healthcare Area conducted from a participatory-emancipatory methodology, intending to contribute to the development of evaluation methodologies in this area. To achieve the research objectives, it was carried out the Evaluation of the results of the Health line care to patients with gallstones by managers from eight counties of a "Health Region" in Sao Paulo State - Brazil, under the supervision of the research team. The process occurred in a constructivist basis, considering the learning and the interests of the key actors of the Health Region chosen. The empirical material collected will be initially analysed based on "Analysis of discursive practices" written by Spink (2004). In the next stage, the analysis will be based on international standards of meta-evaluation, especially those organized by the United Kingdom Evaluation Society (UKES) and by the Joint Committee on Standards for Educational Evaluation (JCSEE), and on the theoretical framework built by the student, in her PhD course at the University of Sao Paulo and on the internship at King's College - UK.Key-words: meta-evaluation of Health Program, evaluation of Health Program, participatory evaluation, program evaluation standards, evaluation of Health policies (AU)
