The "Caixa Econômica Federal" bank and the programs "Programa de Aceleração do Crescimento" and "Minha Casa Minha Vida": an analysis of the housing and urban policy by its operator and finance agent

Abstract

This research analyzes the role of the State in brazilian urban space transformations through the study of the operationalization of the programs PAC and MCMV by Caixa Econômica Federal (CEF) and its socio-spatial effects in Carapicuíba, a municipality settled in the metropolitan area of São Paulo. Without losing the historical dimension of brazilian housing policies, this research is intended to understand, in the viability of the projects, the institutional practices for which the federal government agents (CEF, MCidades), municipal government, state government, outsourcing companies, homebuilders and real estate companies relate to each other. From this point of view, it will be possible to contribute to an understanding of the current urban production logic and the forms - economical, political and social - which determine it. At this perspective, we have the following hypotheses: 1) the entrepreneurial rationality has had determinative effects in the urban production; 2) it pervades the public sphere; and 3) creates indistinct planes among public and private agents' performance. Concerning the research methodology, qualitative and quantitative surveys will be done. These surveys will be analyzed under the light of contemporary theory production that crosses some knowledge fields - urbanism, geography, economics, sociology - to achieve the understanding of urban spaces and urbanization processes.
