Abstract

Aiming to improve government transparency, establish public access to government information and build a greater relationship between citizen and state, in recent years we observe democratic countries adopt and implement legislation for access to information. Emphasizes the importance of such legislation, as it ensures the effective citizen participation in matters relating to public administration at the federal, state and municipal levels. Starting from the assumption that although the laws exist, the majority of society hasn't knowledge of them and the rights they provide. Thus this research proposal aims to investigate some questions such as: How governments are managing government data and information? There is indeed transparency regarding the dissemination of government data and information? The right of citizens in terms of access to information is being respected? In this context, the project aims to comparatively analyze the legislation of different countries, highlighting the common and divergent points in relation to access to information. The research is descriptive, exploratory and documentary, of a qualitative nature, which method will be applied to the comparative study. It is noteworthy that at the national level a field survey will be conducted, specifically in Sistema Eletrônico do Serviço de Informações ao Cidadão (e-SIC), that allows any person or entity, forward requests for access to information to organs and entities of the Federal Executive Power. It is expected by the end of the research propose enhancements to the national Law on Access to Information, helping citizens to play a more effective role as the transparency of public administration.
