The urban renewal programs and the transformations of the brazilian urban law:reflections from the experiences of Sao Paulo and Rio de Janeiro

Abstract

The present research project proposes to investigate the dynamics of inner city renewal programs in Brazil. The analysis will focus on two large scale programs that are taking place in the major cities of the country: the "Nova Luz" project, in Sao Paulo, and the "Porto Maravilha" project, in Rio de Janeiro.The research involves the identification of the urban law instruments employed in these programs, focusing aspects like funding mechanisms,forms of articulation between public and private sectors and the addressing of housing conflicts arisen from these urban interventions. The core of the present research is the analysis of the distributional conflicts related to these two urban renewal programs, investigating the repartition of its costs and benefits among the different agents affected by such interventions.
