Development of spatial model for solid waste management for the State of São Paulo using TerraME

Abstract

The state of São Paulo has an area of 248.196,960 km2 and a population of 41.262.199 inhabitants allocated in 645 municipalities IBGE (2010). Among the Brazilian states, São Paulo is the most populous and the largest generator of solid waste producing annually about 9.580.885 tons CETESB (2011). However, the state of São Paulo does not have a spatial model for the management of these solid wastes. Considering the National Policy on Solid Waste - NPSW (2010), which aims closure of all dumps and inadequate disposal of solid waste until the year 2014. This work aims to develop a model for solid waste management using the computational platform TerraME to assist in finding favorable areas and calculating the size of these areas to deploy units of municipal solid waste treatment and final disposal in landfills in two scenarios, one in which seek all the municipalities have an area favorable, and another in which they would be spurred consortia of two or more municipalities to operate in an area set. For that we intend to use the fuzzy logic in geographic information system - GIS TerraView and geoprocessing tools for building and draw up databases used to apply the methodology of Multi-Criteria Decision Analysis - MCDA for three sights Environmental, Economic and Social for contributing to a systemic view for solid waste management in line with the principles of NPSW (2010). As it most of solid waste produced has high organic matter, is intend to also estimate the amount of greenhouse gas generated and the viability for energy production using the model EASEWASTE that is a tool for evaluated the life cycle of solid waste and their integrated management. Which will be analyzed in this way the importance of use these gases for generating power and its influence to reduction emissions of Greenhouse in São Paulo. (AU)
