Abstract

This project consists in a research proposal for the scholarship period concerning the doctoral thesis in progress. The project for the BEPE aims to develop the Chapters 1 and 4 of the thesis, respectively about the issue of housing in underdeveloped countries and the analysis of the cases regarding Caracas, Bogota and Mexico City. The first chapter focuses in the central aspects of the underdeveloped urbanization; the peculiarities of the land question in underdeveloped countries and the place of housing policy on the nacional governments. To achieve those objectives, the investigation will count on a literature review to provide analytical unit to the work itself, i.e. it will provide coherence to the appreciation of realities from different metropolitan areas. Chapter 4 focuses specifically on recent housing polices presents in the metropolis and intends to contrast the three models: the Mexican, which is more privatize and the most similar to Brazilian case; the Colombian also indicating a "pro-market" bias, but with some initiatives for a greater integration with the city; and the Venezuelan, with a more stronger state policy, participation of the popular movements and characterized by more "developmental" concerns, such as the pursuit for the industrialization of the sector, production inputs, etc. The questions made to the countries are similar to those done to the Brazilian case and can be summarized as: quantification and qualification of the housing deficit, design and context of recent housing policies and socio-spatial effects of these policies. This chapter will use bibliograph material, empirical data (with sources primary and secondary), and others materials from the research travel to the countries. (AU)
