The political and administrative descentralization in Brazil: a study on the dispute between the municipalities Caiuá e Marbá Pauliasta and Destillery De casa Sugar and Alcool S/A a scales from geographical analysis

Abstract

This research project aims to analyze the tax revenues of municipalities after the political and administrative decentralization in Brazil and his new role in this scenario, bringing up the competition for Sugar and Alcohol Distillery Decasa S / A between the municipalities of Caiuá and Maraba Paulista in the context of expanding the cultivation of sugarcane in Microrregião Geographic Presidente Prudente. To understand if the collection expanded in the municipality of Maraba Paulista directly benefited the population and whether direct losses in proportion to the population of the municipality of Caiuá. Thus, it is necessary to investigate the impact generated by taxes and taxes paid by Distillery Decasa in tax revenue from both towns, highlighting the importance of industrial enterprises (in this case agribusiness) for municipalities with low economic dynamic and dependent on transfers from the Fund participation of Municipalities (FPM) of the Federal Government. Established time frame as the years between 2005 (the beginning of the extrajudicial dispute between the municipalities) and 2012. Used as a premise the analysis through geographic scales, in order to highlight the power relations and management on the territory local/regional, determined by the Policy Guidelines Agroenergia in Brazil (2006-2011).
