The implementation policy of municipal councils of cultural policy

Abstract

Culture is primordial to create the identity of each person, well as to understand the importance of each person in society, therefore culture is important to the society development. Culture is a human right, this is positivesed in the International Covenant on Economic, Social and Cultural rights (1966), Universal Declaration of Human Rights (1948) and in the Brazilian Constitution (1988). In order to allow the right to culture practice emerge the Public Cultural Policies, which have a progressive historical trajectory and it has been gaining more importance. Recently the project, which creates the National System of Culture, was approved. It aims to foster and strengthen cultural policies in all spheres of the Union. One of its pillars is the Council of Cultural Policies and for the NSC implementantion on the municipality, it is necessary to create this Council. This is the main focus of this study. It will examine the history of these councils in the Brazilian scenario and following the NSC guidelines, it will study its composition and proper ways to promote the culture, in order to create a viable implementation model of Cultural Policy Councils in municipalities.
