Abstract

In the last years, we saw the expansion of For Profit Institutions in Higher Education in Brazil, controlled by Financing Institutions, like Banks, Investment Funds, Private Equities etc. These Institutions develop a tough policy of expansion, putting shares in the Stock Market, buying other Institutions, imposing fees patterns lower than the usual. These Institutions look just the revenues without worrisome with the quality of their services. The worst part is that this process is going on almost without any public control. Otherwise, even if we decided to control them, the political issues surrounding this process would be very hard. So, we have as main question how to establish some control mechanisms over this sector, mainly in Higher Education. We need to establish some patterns of quality and minimal conditions of capacity to enter in the work market for their students. We need too, stop the deleterious role their are playing nowadays though the whole private education system. One possibility is to approve law projects that establish minimum standards of quality for these Institutions. But, in the Congress no one project in this direction was presented in the last years, accordingly with a research we did. So, the objective of this proposal is to study the Gain Full Employment Law presented by the Obama administration to the American Congress. (AU)
