Recently it was demonstrated that observable metering systems absent of both critical measurements and critical sets do not guarantee gross error detection, even in the case of a single bad data (only one measurement containing a gross error). This happens because there are redundant measurements that have the characteristics of not reflecting their errors into the residuals of the state estimation process, that is, their errors are "masked". Consequently, errors in those measurements are not detected in the process of gross error detection and identification, causing significant impact in the states estimated. A methodology for metering system planning for state estimation purposes is proposed in this project. The proposed methodology will allow the project of observable metering system, absent of both critical measurements and critical sets, considering the investment cost of meter and Remote Terminal Units acquisition and installation, as well as the problem of redundant measurements that mask their errors. In order to do this the idea is to use evolutionary algorithms, the analysis of the HDt matrix as well as the Undetectability Index (UI) which allows the classification of the measurements in according to their characteristics of not reflecting their errors into the residuals of the state estimation process. It will be investigated also the possibility to obtain reliable metering system considering both conventional measurements and synchronized phasor measurements.
