Master plan and urban economy: the case of Bauru

Abstract

This research has as object the Master Plan of Bauru and the dynamics from the local economy of the last decade marked by the approval of the City Statute (Federal Law Nº 10.257, of 10/07/2001). It is interested in analyze the urban and economic instruments inspired by this new regulatory mark and incorporated into the respective Master Plan (Municipal Law Nº 5.631, of 22/08/2008) and to examine any changes on the orientation of political urban development and their potential impacts. It will be necessary to investigate, on one hand, the content and purpose of the general reorientation of the Brazilian State regional and urban development political and, on the other hand, the local economic configuration and its urban effects in the developmental stage of recovery that marks the last decade. Different actions impacted cities pressed by demands of productive restructuring (Política de Desenvolvimento Produtivo, Programas de Aceleração do Crescimento, Minha Casa Minha Vida, etc), interested in analyzing particularly how Bauru experienced these transformations. Available macroeconomics data indicate that the city consolidated its vocation as tertiary regional hub, which has obviously implications in the urban design's configuration. This project is inserted in a larger study funded by FAPESP, "Processes of contemporary urban development in medium-sized cities: the Statue of the City, building expansion, gear economic and institutional dynamics policy-markers [2001-2011]" (Process 2011/14082-3).
